November 14, 2018 Board Meeting Minutes

MINUTES OF THE MEETING OF THE BOARD OF EDUCATION FOR WAYNE SCHOOL DISTRICT HELD AT WAYNE HIGH SCHOOL ON WEDNESDAY NOVEMBER 14, 2018 AT 7:00 PM.

ADMINISTRATION

Cory Anderson called the meeting to order.  He announced we would begin with the Pledge of Allegiance followed by a reverence from Superintendent Fahey.

RECOGNITION:  Recognized the volleyball and cross country teams, and also the FFA club for their performance this year.

APPROVAL OF THE MINUTES: Curtis Whipple made a motion to accept the minutes for last month.  April Torgerson seconded.  All in favor.

FINANCIAL REVIEW

Heather Okerlund answered questions about the accounts payable. Shawn Davis asked about the $600 for football referees and said the Little Caesars fundraiser went well.

Financial review.  Heather Okerlund gave an update on budgets. Discussed some possible one time purchases with some one time money we received.

CITIZEN COMMENTS

Michelle Brian.  Said there is an issue with math at the middle school and there weren’t any changes in the last few months.  The kids aren’t progressing and they have already gone to the teacher and Lance and not made much headway.  She said she understand that maybe they are trying, but our kids are falling further behind.  She asked what their next step was.

Nicole Durfey.  Said she hasn’t been to the teacher, but went to the principal at the beginning of the year.  Her children really like the teacher, but her daughter is super frustrated and she was really good in math last year, but lots of tears this year.  She said math is important for our students and we are double blocking because of low scores, but if we are not getting it what is the second block doing.  She said she’s not blaming the teacher, but maybe it’s the way her daughter learns.

Mandy Brown.  Said her student is the one piloting the online math program.  It’s been night and day in our home.  He wasn’t learning, wasn’t getting it and his temper came out.  She said she had heard about situations where other students talked to the teacher, but she and he didn’t want her to talk to the teacher. He’s ahead in the online program. He picks up on it well and goes on at his own pace.  She said she thinks there are other students who have wanted to change but they have to wait until the end of the quarter to do that.

Breann Hallows.  Said she agrees with Nicole, her daughter missed a week of school so she went to the teachers to get her homework but didn’t get any homework in math.  She discussed concerns about problems with a specific assignment.  She said she did’t know what the answer is but there is a night and day difference between this year and last year.

Superintendent John Fahey said we want math to be successful with all of our kids. We have spoken with Lance and he is working with the teacher and he is working to improve math at the middle school.  He asked the parents as things come up that they talk with Lance.  We will continue to work on getting the best math possible in our schools.  It’s an ongoing issue, we’ve had trouble in math before, and we are going to continue to try and improve.  He said our number one goal is to improve math at each school and in our district.

Gena Cox.  Said she want to respond since she is the math teacher. She said there is only one parent in here that she has spoken with, and it was Breann, and Gena said she appreciated that.  Gena addressed concerns about the specific assignment brought up.  She also said she has started tracking kids who are doing homework because of complaints and there are a lot of students not doing their homework. She said lots of students don’t know their times tables and basic multiplication, and one of the items in the in-service was that these items are a predictor of scores.  She said she thought it would be remise to push through a textbook if the students don’t have the skills.  Discussed that this isn’t the forum for discussing specific issues.

INFORMATION ITEMS

Superintendents items: Superintendent John Fahey provided weekly reports and the superintendent calendar.  Jason Strate from CUES provided a report and also summarized what CUES is working on and how it helps Wayne School District and what opportunities we have.

Jeffery Chappell  arrived during Jason’s presentation.

BUSINESS ITEMS

Investment grade audit ESCO selection:  Heather Okerlund summarized the process for the investment grade audit selection and said the committee was proposing to accept the proposal from McKinstry.  Curtis Whipple made a motion to approve the investment grade audit with McKinstry.  Jeffery Chappell seconded.  All in favor.

Amend Extra-Curricular Stipend Schedule:  Heather Okerlund said we are proposing adding a stipend for the play at the middle school. April Torgerson said she had some heartburn about opening the can of worms about paying stipends at the middle school.  Discussed. Curtis Whipple made a motion to approve the stipend for the middle school play.  Jeffery Chappell seconded.  Curtis Whipple, Shawn Davis, Jeffery Chappell, and Cory Anderson in favor. April Torgerson opposed.  Motion passed.

Policies:  First Reading, citation only: April Torgerson made a motion to waive additional readings and approve policies FDAF Concussions and Head Injuries, FHAE Safe Schools Disruptive Student Behavior, GC Community Use of School Facilities, GCA Conduct on School Premises, GCBA Parental Participation, GCC Child Care, GF Fundraising and Conations, GFA Non-School Sponsored Activities and Fundraising, GJ Child Sexual Abuse Prevention Education.  Curtis Whipple seconded.  All in favor. First Reading, minor policy updates: Superintendent John Fahey reviewed first reading of policies with minor changes.  Curtis Whipple made a motion to waive additional reading and approve the policies under minor policy updates:  DMC Use of District Email for Political Purposes, FAB Transgender Students, GFAB Health Requirements and Services Immunizations, FDAC Health Requirements and Services Medical Treatment, FDACC Health Requirements and Services Students with Food Allergies, FDACD Health Requirements and Services Medical Recommendations by school Personnel to Parents, FDACE Medical Treatment Student Self Application of Sunscreen, FDAD Health Requirements Communicable, FE Student Records, FEA Education and Family Privacy, FF Student Activities, FGAB Student Electronic Devices, FHAA Safe Schools Alcohol and Drugs, GA Public Information Program Public Records, GE School Community Councils. April Torgerson seconded.  All in favor.  First reading.  Superintendent John Fahey described the changes on two policies on discipline, FH Student Discipline and FHA Safe Schools.   Also discussed GK Authority of separated parents.  April Torgerson made a motion to approve first reading of Annex K – Family Reunification Procedures, FH, FHA, and GK.  Cory Anderson seconded.  All in favor. Second reading.  Superintendent John Fahey said that last month we approved the first reading of DG Employee Evaluation and DHA Orderly School Termination of Employees and he spoke with Libby and assured her we will continue to follow due process even though it’s not specifically spelled out in those documents.  Cory Anderson made a motion to approve the second reading of DG and DHA.  April Torgerson seconded. All in favor.  Third Reading. April Torgerson made a motion to approve annex J – Power Outage procedures.  Jeffery Chappell seconded.  Shawn Davis asked if we could send it out every year to parents.  Superintendent John Fahey said we would put it in the registration packet.  All in favor.

Approve new employees: April Torgerson made a motion to approve the new hires.  Jeffery Chappell seconded.  All in favor.

Employee separations: April Torgerson made a motion to approve employee separations.  Shawn Davis seconded.  All in favor.

BOARD MEMBER ITEMS

Shawn Davis:  Said he had a parent ask about the moratorium dates so he clarified those with the parent.  Heidi said she’s talked to the coaches.  Wanted to thank the board for the approval of getting the lights done at the elementary.

Curtis Whipple:  Said our special ed program is awesome and his kids are well taken care of.  There are a lot of great people in the district who take care of our kids and he appreciates it a lot.  Curtis Whipple said thanks to Heidi for coaching and Cory Anderson said the girls had a great experience.  Our greatest resource is our kids we export.

Cory Anderson:  Asked about the activities on the calendar, said he had a few people ask about wrestling.  Wanted to remind everyone about the MBA and that December 1stis the deadline.  Discussed the Hope Squad to gain a better understanding of benefits and concerns.

Curtis Whipple made a motion to go into closed per section 52-4-205(1)(a) at 9:10 pm.  April Torgerson seconded.
