August 15, 2017 School Board Meeting Minutes

MINUTES OF THE MEETING OF THE BOARD OF EDUCATION FOR WAYNE SCHOOL DISTRICT HELD AT WAYNE MIDDLE SCHOOL ON TUESDAY AUGUST 15, 2017 AT 1:00 PM.

ADMINISTRATION

Cory Anderson called the meeting to order. He announced we would begin with the Pledge of Allegiance followed by a reverence from Curtis Whipple.

APPROVAL OF THE MINUTES: Curtis Whipple made a motion to accept the minutes for last month. Jeffery Chappell seconded. All in favor.

FINANCIAL REVIEW

Heather Okerlund answered questions about the accounts payable.

April Torgerson made a motion to accept the accounts payable. Curtis Whipple seconded. All in favor.

Heather Okerlund provided financials and a summary review for last month for FY18 and the last quarter of FY17.

INFORMATION ITEMS

Softball – Jeremy Burningham/Kerry Stevens: Jeremy Burningham proposed to the board starting a softball program at Wayne High School. Jeremy and Kerry described what they determined would be involved to get a program up and going, including some of the minimal costs for facilities and equipment. They also described their plans for some of the ongoing costs like travel and officials. They discussed some of the weather related challenges and also what teams we would likely be playing and what interest and support they had gathered so far. Cory Anderson clarified that they wanted to start this spring, in FY18. The board members asked Jeremy and Kerry various questions and gave them some ideas and items to follow up on.

Master Boards Award: Heather Okerlund described a few of the policies we could modify to meet some of the requirements of the Master Boards Award for this year. Cory Anderson provided input and the board discussed the requirements and next steps for this year.

Voted Local Levy Update: Heather Okerlund provided some updates on the information campaign for the Voted Local Levy and some ideas for gathering public support.

Superintendent’s report: Board notes were provided. School district goals and the academic action plan were provided and Superintendent John Fahey described them. Cory Anderson asked if we had 100% buy in with the district goals and the board and Superintendent John Fahey and Principal Mary Bray discussed. Cory Anderson asked about timelines and measurable on the action plans and Superintendent John Fahey said he would work on that with the principals. Superintendent gave an update on the Juvenile Justice changes and said he met with the Sheriff’s department and the SRO, School Resource Officer to discuss next year. Superintendent John Fahey said he did want to talk about a caught being good program and gave some ideas of what we could do. Mary Bray added that Loa Builders is going to be doing a “Do it best” program like Garkane’s “Shine” program from last year. Superintendent John Fahey mentioned opening institute is August 21st and gave some info on the agenda. Curtis Whipple said he could be there and do a short presentation. He also reminded the board that the USBA Leadership academy is on September 14th.

BUSINESS ITEMS

Contract for SPEDCO Services: Superintendent John Fahey provided the SPEDCO contract and described it briefly. Curtis Whipple made a motion to approve the contract with SPEDCO. Shawn Davis seconded. All in favor.

Policies: First Reading. BBD Board Member Board Internal operation. Cory Anderson wanted to change the board evaluation to every year from every other year. Curtis Whipple made a motion to approve BBD as modified. April Torgerson seconded. All in favor. DG Employee Evaluation. Superintendent John Fahey described the new evaluation policy. Heather Okerlund asked about the old evaluation policy and it was discussed. Curtis Whipple made a motion to table the policy until next month. April Torgerson seconded. All in favor. DLA Employee Bullying or Hazing. Superintendent John Fahey described the employee bullying and hazing policy. Shawn Davis made a motion to approve the first reading of DLA. Jeffery Chappell seconded. All in favor. FGAD Student Rights and Responsibilities Bullying. Superintendent John Fahey described the policy changes. Jeffery Chappell motioned to approve the first reading of FGAD pending input from stakeholders. April Torgerson seconded. All in favor. FGE Student Complaints, CBE Small Purchases, and CBEA Child Nutrition Program Procurement. Heather Okerlund described the minor changes to the policies required by a child nutrition program procurement audit we had. April Torgerson motioned to waive the first and second readings of FGE, CBE, and CBEA and approve them. Curtis Whipple seconded. Cory Anderson said he wanted to make sure and add the CBEA and date to the front page of the policy. All in favor.

New Hires: April Torgerson made a motion to approve the new hires pending background checks. Jeffery Chappell seconded. All in favor.

Separations. April Torgerson made a motion to approve separations. Shawn Davis seconded. All in favor.

BOARD MEMBER ITEMS

Shawn Davis: Said he wanted to purchase a shirt like Cory Anderson was wearing with our logo on it and asked where he had purchased it. April Torgerson asked about watching for the next fundraiser and getting a polo with our logo for the whole board. Shawn Davis also asked about the truth in taxation process and the board discussed options.

Shawn Davis was excused.

Jeffery Chappell: Said that Bryson Syme mentioned to him that his wife said that there was some sexting going on between students. Discussed that we probably need to remind students about what is appropriate.

Cory Anderson: Asked about activity cards for sporting events and Superintendent John Fahey passed them out. He also asked about an OPSP, one page strategic plan.

April Torgerson made a motion to adjourn at 3:13 pm. Curtis Whipple seconded. All in favor.
